Section I

Information About the Applicant
Field Explanation & How to Fill
Name / Trade Name Enter the full legal trade name of the company without abbreviations. If the company is newly forming, write the proposed name as in the draft Articles of Association.
Headquarter’s Address Provide the registered company address. If not yet registered, provide the temporary business address or legal correspondence address.
Type of Activity Specify the main business activity of the company. If multiple activities, only the primary one should be listed here. (Example: "Manufacturing of Automotive Parts" or "Wholesale Trade of Electronics")
E-Mail Provide the official company email. If not established yet, use the email of the company owner or representative.
Fax If available, provide the company fax number. If not applicable, leave it blank.
Registered Chamber of Commerce and/or Industry, and Registration No. If the company is already registered, provide the registration number and Chamber of Commerce name. Example: "Istanbul Chamber of Commerce, Reg. No: 123456". If not yet registered, state "Pending Registration".
Establishment Date If the company is already registered, provide the official date of establishment. If not yet registered, leave blank.
Registered Capital Enter the total registered capital amount from the Articles of Association (e.g., 1,000,000 TL).
Paid-in Capital Provide the amount of capital already deposited into the company’s bank account. If the company is newly forming, write "Pending" or "To be deposited".
Number of Partners State the total number of shareholders (e.g., 3).
Local Partner’s Share % If there are local Turkish shareholders, specify their total share percentage in the company. Example: 40%.
Foreign Partner’s Share % If there are foreign investors, specify their total share percentage. Example: 60%.
Names of Main Partners List the full legal names of the main shareholders (owners of the company).
Nationality Specify each partner’s nationality (e.g., Turkish, German, British, etc.).
Share in the Paid-in Capital % Indicate each partner’s ownership percentage in the company. Example: John Doe (40%), Ali Veli (30%), Anna Smith (30%).
ID or Tax ID Number For Turkish shareholders, enter their Turkish ID Number. For foreign shareholders, provide their Tax Identification Number (TIN) or passport number (if a TIN is not available).
Representative’s Name (If Any) If a company representative (not a shareholder) is submitting the application, provide their details:
Name Full name of the company’s authorized representative.
Address Representative’s legal address.
Phone Representative’s contact number.
Fax Representative’s fax number (if available).
E-Mail Representative’s email address.
Main Firm’s Trade Name (If Any) If the company is a subsidiary of a larger company, enter details of the parent company:
Trade Name Parent company’s full legal name.
Address Parent company’s registered address.
Phone Parent company’s contact number.

Section II

  • Only one activity should be selected by marking the corresponding box (☑) with an "X" or checkmark.
  • If you plan to conduct multiple activities, you must submit a separate application form for each one.
Proposed Activity in Free Zone
Activity Type Description & When to Select
☐ Production Choose this option if your business involves manufacturing products. This includes purchasing raw materials, assembling products, branding, packaging, and labeling. Note: The sale of excess raw materials requires Free Zone Directorate approval.
☐ Purchasing-Selling Choose this if your business involves buying, selling, storing, labeling, and packaging goods within the Free Zone. Ideal for trading companies and wholesalers.
☐ Warehouse Operating Select this if your company will store goods for itself or offer storage services for third parties (companies or individuals). Suitable for logistics and warehousing businesses.
☐ Office Renting Choose this if your business owns or manages warehouse/offices and will lease/rent them to other Free Zone users.
☐ Assembling-Disassembling Select this if your company will assemble or disassemble goods as part of its operations. Relevant for electronics, automotive, and machinery businesses.
☐ Repair-Maintenance Choose this if your company will repair or maintain goods (without ownership transfer). Common for technical support, industrial equipment repair, and vehicle maintenance.
☐ Banking Select this if you are applying as a bank or financial institution to offer financial services within the Free Zone. Requires approval from the Banking Regulation & Supervision Agency (BDDK).
☐ Others - Specify Below If your activity does not fit into any listed categories, provide a detailed description of your planned operations.

Section III

This section requires information on the capital investment being transferred to the Mersin Free Zone. It includes two types of capital:

  1. Capital in Kind – Physical assets such as machinery, equipment, real estate, or other non-cash contributions.
  2. Capital in Cash – Monetary capital transferred to the company’s bank account.

Capital in Kind – From Turkey Enter the total value (in USD) of physical assets transferred from within Turkey (e.g., machinery, equipment, vehicles, etc.).
Capital in Kind – From Abroad Enter the value of any imported assets (e.g., foreign-sourced machinery or goods contributed as capital).
Capital in Cash – From Turkey Enter the cash amount transferred from Turkish banks into the Free Zone company’s account.
Capital in Cash – From Abroad Enter the cash investment from foreign investors, transferred from an international bank to a Free Zone account in Turkey.

Section IV

This section is required only if the applicant firm already holds an Operating License in another Free Zone in Turkey or abroad. If this is your first Free Zone license, you can leave this section blank.

Name of the Free Zone List any other Free Zones where your company holds a valid Operating License (e.g., İstanbul Free Zone, Ege Free Zone, Mersin Free Zone).
Type of Operating Enter the business activity conducted in the listed Free Zones (e.g., Manufacturing of Automotive Parts, Warehousing, Trade of Electronics).
No. of Operating Licence Provide the Operating License Number assigned to your business in the respective Free Zone.

Section V

This section determines how long your Free Zone Operating License will be valid. You must select one option based on whether your company is a tenant (leasing a facility) or an investor (building its own facility).

How to fill?

  1. Select the appropriate category:
    • Tenant Firms – If leasing a ready-built warehouse, office, or facility.
    • Investor Firms – If constructing your own building inside the Free Zone.
  2. Check the correct time period:
    • Tenants get a 15-year license (except for production, which is 20 years).
    • Investors get a 30-year license (except for production, which is 45 years).
    • Office Renting Businesses can only get a maximum of 5 years.
  3. Pay the License Fee:
    • The application fee is $5,000 USD (non-refundable).
    • The payment must be made to the Central Bank of Turkey (CBRT).

Section VI

This section requires you to identify, manage, and minimize waste generated by your company's operations in the Free Zone. It ensures compliance with Turkish environmental regulations and the Free Zone Authority's waste disposal policies.

How to fill?

  1. Which types of waste will arise due to your activities?
    • Identify all types of waste generated (solid, liquid, gaseous, hazardous, non-hazardous).
  2. Which of them will be disposed of and how?
    • Explain waste disposal methods (landfill, incineration, authorized waste management facilities).
  3. Which of them will be recycled?
    • List recyclable materials (paper, plastic, metal, chemicals, etc.).
    • Describe the recycling process and any third-party recycling services used.
  4. How will environmental pollution be prevented?
    • Detail preventive measures (filtration systems, waste treatment, regulatory compliance).
    • Mention any certifications or environmental standards followed.

Section VII

This section determines the amount of land or facility space your company requires in the Mersin Free Zone. The selection depends on whether your company is renting an existing facility (closed area) or constructing a new facility (open area).

A) Closed Area – For Renting Enter the size (in m²) of the ready-built facility (warehouse, office, or industrial space) you want to lease in the Free Zone.
B) Open Area – For Building Enter the size (in m²) of the land area needed if you plan to construct your own building inside the Free Zone.

Section VIII

This section is only required if the applicant is constructing a new facility in the Free Zone (i.e., renting an open area instead of a ready-built facility). It provides a detailed timeline and specifications for the proposed construction project.

Project Design Period – (months) Enter the estimated number of months required to complete architectural planning, engineering designs, and approval processes.
Construction Period – (months) Enter the estimated time (in months) needed to complete construction after approvals.
Type of Construction Describe the type of building (e.g., warehouse, factory, office building, cold storage).
Base Area of Construction – (m²) Enter the ground footprint (m²) of the building (the area covered by the structure’s foundation).
Number of Floors Enter the total number of floors in the building.
Gross Construction Area – (m²) Enter the total floor space of the building (sum of all floors, in m²).

Section IX

This section requires you to declare the estimated investment costs for your operations in the Mersin Free Zone, categorized by expense type and origin (Turkey or Abroad).

Building Enter the construction or rental costs for your facility. If leasing, put the total lease cost for the license period. If constructing, enter estimated building costs (materials, labor, permits).
Machinery & Equipment Enter the cost of machinery, tools, and production equipment needed for operations. If purchased from Turkey, enter the cost in the Türkiye’den (From Turkey) column. If imported, enter the cost in the Yurtdışından (From Abroad) column.
Manpower Enter the total projected labor costs (wages, salaries, benefits) for employees in the Free Zone.
Others – Specify Enter additional expenses such as licensing fees, software, logistics, land development, or office setup costs.
Total Calculate the sum of all expenses across the columns for Turkey, Abroad, and the Grand Total.

Section X

This section requires you to list the personnel your company will employ in the Mersin Free Zone, including both Turkish nationals and foreign workers.

Foreign Employee Justification (Required)

If your company plans to hire foreign personnel, you must justify why. Some common reasons include:

  • Specialized skills not available in Turkey (e.g., foreign technical experts, R&D personnel).
  • Foreign executives from headquarters managing Free Zone operations.
  • Bilingual staff for international trade and export management.
  • Factory installation and setup teams from equipment suppliers.

Section XI

This section requires you to estimate the annual costs of operating your business in the Mersin Free Zone. Expenses should be categorized based on whether they are sourced domestically (from Turkey) or from abroad.

Credit & Interest Expenses Include loan payments, interest on debts, and other financial costs.
Intangible Rights – Patent, Licence, etc. Include the costs of intellectual property, software licenses, franchise fees, and royalties.
Other Expenses – Specify Enter additional costs such as utilities, maintenance, security, insurance, and consulting fees.
Total Sum of all estimated operating expenses.

Section XII (Part A)

This section is required only for production companies operating in the Mersin Free Zone. It provides details on raw materials, production output, and sales estimates.

How to fill?

1️⃣ Raw Materials and Intermediate Goods to be Purchased

  • List all raw materials and semi-finished goods required for production.
  • Provide tariff numbers (12-digit G.T.İ.P. code) for each material.
  • Enter the quantity and value for materials sourced from Turkey and abroad.
  • Trading companies should not fill this section.

  • List all final products your company will manufacture.
  • Provide the tariff number (12-digit G.T.İ.P. code) for each product.
  • Enter the quantity and estimated production cost (includes raw materials, labor, and fixed expenses).

This section applies to trading companies, wholesalers, and distributors operating in the Mersin Free Zone. Companies engaged in buying and selling goods should fill this section instead of the Production (Part A) section.

  • List all goods your company plans to buy.
  • Provide tariff numbers (12-digit G.T.İ.P. code) for each item.
  • Enter the quantity and value (USD) for purchases made from Turkey and Abroad.

Section XII (Part F)

This section applies to companies engaged in repair and maintenance services within the Mersin Free Zone. These businesses service and maintain goods without taking ownership of them.

Note: If you are filling this section, you must also complete Section A (Production).
